Philippines Solar-Storage Project Commissioning Progresses Smoothly into New Phase
Driven by the global energy transition and the need for power grid upgrades in Southeast Asia, the Philippines Terra Solar Phase I 3.3GWh energy storage project, EPC Turnkey by Guangdong Electric Power Design Institute (GEDI) and with whole-lifecycle technical consultation and project supervision provided by Renepoly, has reached a milestone by the end of Q3 2025 – the project has fully entered the critical stage of system commissioning and integration. As the largest single solar-storage integrated flagship project in Southeast Asia, the smooth progress of its commissioning work not only marks the project's transition from equipment installation to system integrated testing but also demonstrates the outstanding capability of Chinese enterprises in complex overseas energy projects.
1. Project Enters New Phase: Strategic Leap from Hardware Installation to System Integrated Testing
The initiation of the project commissioning represents a strategic turning point where construction achievements transition from 'physical integration' to 'functional realization.' To date, the project team has successfully completed the on-site installation of the first batch of Battery Energy Storage Systems (BESS) and finalized all pre-commissioning wiring and inspections for the first sub-array.
Crucially, the low-voltage control circuits for the first sub-array have been successfully energized. This step lays the foundation for a series of core commissioning tasks such as subsequent communication integrated testing, self-startup checks for cooling units, and fire protection system interface verification. The project site has shifted from static equipment installation to dynamic system function validation, accumulating valuable initial experience for the subsequent standardized, large-scale commissioning of other sub-arrays, and taking a solid step towards achieving the grid connection target before the end of 2025.
2. Refined Management Practices: Visualization, Standardization, and Closed-Loop Control
Facing challenges such as a tight schedule, high technical integration complexity, and multi-party coordination, Renepoly, as the technical consultant and supervisor, introduced a refined, visual, whole-process control system to ensure orderly commissioning.
The 'Daily Debugging Management Report Mechanism' serves as the core of this system. This mechanism not only synchronizes progress but also makes daily work content, identified issues, rectification lists, and next-day plans transparent. Supplemented by on-site visual documentation, it achieves closed-loop management that ensures 'traceable issues, trackable progress, and guaranteed quality.'
Simultaneously, all commissioning work strictly adheres to international standards and specifications such as IEC 62933, IEC 60529, and ISO 13849. From equipment acceptance to wiring checks, from energization plan approval to functional testing, every step follows established procedures and evidence, ensuring high reliability and safety in the technical pathway, and meeting the stringent requirements of the owner and international standards organizations.
3. Comprehensive Supervision Escort: Building a Multi-Layered Defense for Quality, Safety, Schedule, and Investment
In this project, Renepoly's supervisory duties enable systematic control over project quality, safety, schedule, and investment.
The team strictly implements whole-process quality verification from equipment acceptance through installation and commissioning, and introduces the third-party authoritative agency DNV for independent validation, ensuring the project strictly adheres to design specifications. Regarding safety control, for high-risk operations such as system energization, a plan approval and joint owner-witness mechanism has been established to achieve pre-emptive safety risk control.
Through daily visual schedule management, the team precisely coordinates equipment availability and construction handovers, effectively avoiding schedule delays and cost overruns. Concurrently, it strictly supervises contract fulfillment and engineering changes, ensuring controlled investment.
Acting as a communication hub, the supervision team efficiently coordinates relationships between the EPC contractor, suppliers, construction teams, and the owner, resolving on-site disputes and uniting all parties, thereby providing a stable collaborative environment for the project's efficient advancement.
4. Accumulated Capabilities and Future Outlook: Expanding into Broader Markets with Mature Experience
Through the full lifecycle practice in the Philippines project, our company has successfully established and verified the core capability system for undertaking 'Technical Consultation + Whole-Process Supervision' for large-scale overseas new energy projects. The refined commissioning management, application of international standards, and multilateral coordination mechanisms honed in this project have become the company's replicable, standardized service modules.
Currently, we not only possess full-cycle technical management capabilities from project planning and construction to delivery but have also accumulated valuable experience in ensuring project quality, safety, and schedule within complex international environments. This lays a solid foundation for independently undertaking or jointly developing larger-scale, higher-demand system integration projects in the future.
Looking ahead, Renepoly will use this project as a benchmark, continuously deepen technical expertise, optimize management models, and actively expand into the Southeast Asian and global new energy markets. We are committed to providing more international clients with more efficient and reliable Chinese solutions, aiming to play a greater role in advancing the global energy transition.
